The United States, which is a respondent in the case but which also argues that the Court should reverse the Eighth Circuit’s decision, filed this reply brief this morning. Jay T. Jorgensen, a partner in the D.C. office of Sidley Austin, filed this brief last month as the court-appointed amicus in support of the judgment below.
